POEA padlocks recruitment agency

The Philippine Overseas Employment Administration (POEA) released a statement that an agency used by foreigners to recruit Filipinos to work abroad has been illegally running an agency not duly recognized by POEA.

POEA has been receiving reports from applicants that they have been victims of an illegal recruitment agency promising jobs overseas.

POEA padlocks office used for illegal recruitment

Philippine Overseas Employment Administration closed down last week an office allegedly used by foreign nationals in recruiting Filipino workers for overseas jobs without the proper authority from the POEA.

Administrator Hans Leo J. Cacdac said the owner of JMM Promotion and Management, Inc. tipped-off his office that one Jamal A. Zarifeh and his Filipina wife Rubina de Mesa Sarifeh, were illegally recruiting OFWs in Room 301, Luz J. Henson Building located at 1555 A. Mabini Street, Ermita, Manila using the name of his agency.

JMM Promotion president Jacinto M. Macatol, said his agency has no branch office in the National Capital Region and he has not authorized the Sarifehs to conduct recruitment in Manila. POEA records showed that the registered address of JMM is 323 Parrot St. (formerly Palo Alto), Habay I, Bacoor, Cavite.

Cacdac ordered the closure of the office after receiving a surveillance report from operatives of the Anti-illegal Recruitment Branch confirming the illegal recruitment activities. The POEA officers posed as applicants and were told by a certain Ms. Aby about their job openings for nurses, cooks, and drivers in Saudi Arabia. A Mr. Khaldoun, introducing himself as an employer representative, said they charge applicants Php15,000 for placement fee and Php300 for medical tests. The operatives reported that one of the forms handed to applicants has the name of JMM Promotion and Management Inc. on it.

Upon verification from the POEA database of authorized agency officers and employees, the operatives discovered that Rubina de Mesa Sarifeh was listed as alternate liaison officer and at the same time vice-president of JMM Promotion Manpower Inc. from 2011 up to the present. Mr. Jamal A. Zarifeh has no authority to recruit Filipino workers for job placement abroad. Illegal recruitment charges would be filed against Mr. Khaldoun and Ms. Aby and their real names would be included in the POEA list of persons with derogatory record, effectively disqualifying them from recruiting and deploying overseas Filipino workers.

Cacdac warned job applicants against dealing with Jamal A. Zarifeh and his wife Rubina de Mesa Sarifeh who are now being pursued by the POEA and police operatives. /END
